The mission of the McDonald Conference for Leaders of Character (MCLC) is to bring together a diverse group of the top undergraduate student leaders from across the globe with world class senior leaders who act as mentors in a team-based, experiential event that bolsters leadership skills, fosters critical thinking and collaboration, and develops potential strategies for addressing pressing global issues.

Rwanda – African Leadership University
Patrick Karekezi is a graduating Global Challenges student at the African Leadership University. Having worked in the domains of research, policy advocacy, and youth development, he launched the Youth Spotlight Program— a youth-led initiative equipping a million young people with entrepreneurial skills and mindsets by 2035. As a Schwarzman Scholar, Patrick seeks to explore China’s economic policies and frameworks that have made it an economic powerhouse. He hopes to use the learnings to transform his program into a youth-led research and policy lab that can incubate alternative solutions and policies to Africa’s governance and development challenges. Patrick is from Rwanda.

India – Guru Gobind Singh Indraprastha University, University of Cambridge
Pragyan Agarwal is currently pursuing a Master of Laws in International Law from the University of Cambridge as a Pratibha M. Singh Cambridge Trust Scholar. Before this, Pragyan worked with the Government of India as an international trade lawyer and advised the governement on bilateral and multilateral trade issues. He was one of the youngest members of India’s negotiating team for various ongoing and completed trade agreements of India, including with the United Kingdom, United Arab Emirates, European Union, and Canada. Pragyan has presented and published his research on International Economic Law at various global institutions. Pragyan is from India.

China – Columbia University
David Y. Chen is Non-Resident Researcher at the Asia Society Policy Institute’s (ASPI) Center for China Analysis (CCA), and Research Fellow and Advisor for Special Projects at the Charhar Institute. At work, David leads initiatives that target functional domains between the US and China. His endeavors center on fostering policy synergy and bolstering collaboration, aiming to address cross-border societal challenges with global resonance. Prior to his current roles, David has accumulated significant experiences in public diplomacy and international affairs through various positions at ASPI’ International Security & Diplomacy portfolio, APCO Worldwide, and the Legislative Council of Hong Kong, among others. David received his B.A. in Political Science cum laude from Columbia University as a Saltzman Scholar. He is currently a Schwarzman Scholar at Tsinghua University, Beijing.
About Me
I am from Richmond Virginia (two hours from Washington D.C.). I ran varsity track and field in college. For the past two years I have worked in science and technology policy and government tech, mostly focused on climate change and energy tech.
Why public service?
Public service has always been a calling for me. I was privileged to win scholarships to pay for my education, and I think my career should be one focused on helping others. Science and tech inventions raise the quality of life for all people in the world, and the US gov is the largest funder of science in the world .
Which part of my job excites me the most?
Meeting experts across a range of fields while trying to implement the inflation reduction act and CHIPS and Science Act
My future plan?
Build institutional capacity in the US to do smart industrial and innovation strategy at the state and federal level

Cirenquji (Chugye) is currently a public sector analyst at Deloitte Consulting. She has a bachelor of arts in Museology from Peking University and a master’s of public administration degree with a concentration in Social Innovation, Impact and Investment from New York University. Chugye co-founded her first social enterprise promoting sustainable development goals in 2018 and founded Responsible Investors Alliance, a community-centered platform connecting talents interested in sustainable investment in 2020. As a young Tibetan, she is also working as the deputy director of Tibet Youth Sci-Tech Innovation & Entrepreneurship Association. She is dedicated to becoming an impact investor and creating a collaborative space where synergy is drawn for social transformation. Chugye is also an art enthusiast, drama actress, amateur photographer, cricket player and snowboarder. Chugye is from China.

Belarus – Washington and Lee University
Kristina Lozinskaya graduated magna cum laude from Washington and Lee University. A student of international relations and economics, she aspires to build peace and prosperity through forging meaningful international partnerships in the field of development. The desire to enhance entente among nations led Kristina to intern at the Eurasia Foundation, where she oversaw the implementation of projects aimed at promoting U.S.-Russia cooperation pre-war in Ukraine. Kristina’s advocacy for international students at W&L was recognized with the Global Learning Leadership Prize. She is currently assisting the CEO of Hosting Ukrainian Families in welcoming Ukrainian refugees to America. Kristina is from Belarus.
